Actually, telling people not to do nothing is not the same as telling them to do something. You don’t care whatever they do or not do, or if they do anything at all. You only care if they do, or not doing it somewhere else.

Now, to tackle this quote. What does it mean?

• Do not loiter about if you have no business.
• Don’t wander around without a purpose.
• Do not hang around without reason.
• Without necessity do not hang out here.

Or, in modern English it means:
